- Projects science plan is organised into (a) Architecture - emergence and design (b) Agency - authority (c) Adaptiveness - ability of goverance system to change in relation to new knowledge (d) Accountability - democratic quality (e) Allocation &Access - justice equity, fairness. Then there are cross cutting themes of power, knowledge, norms and scale.
- Agency - State and non--state actors such as NGO, expert networks, and corporations. Key questions on agency relate to implications of env change for public and private. May challenge the states capacity to govern. and non-state influence decision making or even independant rule making. Who are legitimate? What is effective agency?
- Examples of state/indpendant mechanisms are CDM, global environmental consultancy firms, social entrepeneurs (hybrid of NGO/private)
